Newsleecher very slow download speeds
Newsleecher worked at speeds of 1.5Mbytes/sec for months, then the network card was swapped out. This worked fine, but then other problems arose. Swapped the card back to the older one (the previously working 1.5Mbytes/sec one) only to find speed dropped to 64kbytes/sec. Other Usenet programs on same network are fine (up to 1.5Mbytes/sec). All ports are forwarded correctly and the firewall is setup correctly. Can something be limiting an SSL connection on a computer, as to cause this sort of dramatic drop?
Any suggestions would be helpful.

I have no other downloads occuring on the computer. The shared network is between my systems alone. My other computer can download usenet very fast, and this computer has previously been able to do so very fast also - not now.
ISP cannot have put a cap on to NNTP downloads, as they are working fine from the other computer.
Number of connections are the same, as set in Newsleecher.
Considering it is between the same router and the news service provider, there cannot be a bad connection when one computer on the network is fine and the other is not.
Antivirus software is exactly the same as it has been before. That being said, I tried uninstalling it and working without a firewall. Problem still exists.

I did a complete reinstall, and reset the router. One of them worked... Who knows which.
