Microsoft, IAS, 2003, IAS installed on domain controller
I set up IAS on my backup DC using the instructions found in Tech Republic:

With radius running on the DC, DHCP stop and users could not use Windows authentication.

1) Yes I restarted the server. I had to because the IAS sevice would not start until a reboot.
2) The error logs did not show any problems. It was like it just stopped responding to requests.
3) As per the instructions I added Domain Users and Domain Computers

Does your primary DC dole out IP addresses (DHCP) for your LAN?
If you have a DHCP server running on your DC and one running on your backup DC and for your wireless lan, you will have conflicts. Only one DHCP server can run on a windows network... but if the scope is different (IP pool), then there might be ways around it, but I am not that skilled in that area at all.
But, just a thought.

In which panel did you do that? Per which instructions? For what purpose did you install IAS?
Does DHCP server icon look down with a red arrow in DHCP management console? There must! be a log in eventlogs either in system or application logs that indicates why service couldnt be started or so. What symptom made you understand that DHCP is not serving anymore?

I use both as DHCP for all the vlans. I just have the ip exclusions set up on each server to stop conflicts, and on the cisco side and use ip helper-address to point a vlan to a preferred dhcp.

I installed IAS to authenticate the wlan. All the scopes look active, and if I shut down IAS the server starts passing out IPs. Also when IAS is running the server will not authenticate file shares, windows login.... The event log shows nothing is wrong. And when I say nothing wrong there are error when I connect via term services over printers, stuff about failed logins, but when IAS is running Nothing.

Did you restart the server after IAS installation? What errors do you see in logs about DHCP? It may require re-authorization. For what users did you enable IAS for?
