Set BIN directory to read-only?

My manager's compiling code and he keeps getting an error related to VSS and trying to checkout a xxx.pdp file from VSS which is in BIN folder...

I dont get that error. I think he even has it checked out..do i need to set BIN to read-only ...what can I do to get rid of this error?

remove Bin folder from VSS ... as per good practices bin folder should not be part of your source control

ok, let me try it on my laptop first. Dont want to mess up my manager's code :)
