rps.exe unable to locate component

i got the follwing error msg when i restart windows xp home.
this application has faialed to start because actdctr.dll was not found. re-installing the application may fix this problem. i do not know were to start?

It is a file from the program PC Guard. If you are using this program then you need to reinstall it. If you are not using this program then you need to remove it from Add/Remove Programs or you can click on Start>Run>type msconfig>check Selective Startup in the first tab>Click the Start Up Tab>uncheck anything in this area that has Blue Yonder or PC Guard in the name.

i look in add remove programs and could not see pc guard or blue youder however i did see rps
system owner is my internet provider telus and i had deleted some files a while ago" 6 mo" and when i did the run config and startup i could see no mention of pc guard or blue yonder,

i determined that telus eprotect software was the reason for the error msg and reinstalled and not getting anymore errors from this. although now getting activex and ole com fails in registrysmart.

Some activex errors are to be expected in the registry because of the installing and uninstalling of software. Can you fix the errors? I would also recommend downloading CCCleaner and run the Cleanup and Registry Tools.

i had a program called regcure that i renewed and ran and it fixed all errors. i did this before i read your cure but i know feel that my toubles are over and i thank u for your help
