cant find RUN

I am trying to edit the registry and configure NTP. I cannot find RUN. When I click on regedit in C:\Windows, it tells me that 'Registry has been disabled by your Administrator'. I didn't disable it.

1. How do I enable it
2. How do I set up NTP. I intend pointing the server to time.windows.com
