Distribution List in Contacts Public Folder

Is it possibe to create a contacts public folder and have a publicly available distribution list available based on those contacts in that public folder?

Yes, and no.

You can create the list in the Contacts folder in Public Folders, but each Outlook client system will need to be manually set to include that folder in their name resolution requests.  You do this by opening the properties on the Contacts folder from each system, selecting the Outlook Address Book tab, and clicking "Show this folder as an e-mail Address Book".
