exchange 2003 is stuck in applying computer settings

hello all!
its starts like this.i demoted a "secondary domain controller" to a member server.
i took some of the doman users that were in the default users folder and moved them to a new OU.
the users that i moved were initially domani admins, and upon moving them to the new ou i made the domain users.
i restarted my exchange server, (which resides on a box on its own), and for the past 4.5 -5 hours its been stuck on applying computer settings.

i dont have apc installed.
the exchange store resides on a different set of drives
no system accounts were messed with.

any ideas? should i just wait it out?

I have had this happen to a couple of clients before.. I still happens but rarely.. I would be interested in the response of anyone that has any ideas too !
I just restart the clients a couple of times and then they are fine. If you are urgent to get the server up then this might be the only option.. I have left these clients for 48 hours and they didnt budge...!
