Microsoft Application for Windows XP that converts .bat to .exe

There is an application from Microsoft that allows you to convert .bat files to .exe.  I just can't remember the name of the application.  This is for basic scripting.

The application is a freeware and comes from some type of Microsoft Add-Ons to Windows XP.
