ISA 2000 Radio block

We have around 10 sites that each have the own ISA 2000 server. Each site connects through our head office for Internet. Each site also has there own ISA 2000 server that points to our central head office ISA 2000 Server. Client proxy settings are set to there local ISA server and the server sends request's to our head office server.

We just need it as a web proxy and also to block streaming media. The web proxy is working ok but blocking online Radio and streaming media isn't working. We have tried adding content rules that block the default audio content but they dont work. We have also tried blocking web address like abc.net.au/triplej but once you have the / after the domain name it doesn't register and you can still go to the triplej site.

Each ISA server only have one network card and points to a firewall.

How can we block radio with this setup. I know it's impossible to block all streaming media but we have a few that we really need to block.
