See http://www.experts-exchange.com/Storage/Backup_Restore/Backup_Exec/Q_23143437.html.
You can only restore the IS to the same server, or to a server with the same hostname in the same domain.

after installing exchange in a different network & in a different machine but with the same hostname & same domain name thats is what we are using for our current exchange server. i will first install win 2003 server then exchange 2007 & then try to restore exchange information store data first but it fails with the reason the specified computer is not a exchange server or its services are not started.

Are your AD admin tools letting you down?

Managing Active Directory can get complicated.  Often, the native tools for managing AD are just not up to the task.  The largest Active Directory installations in the world have relied on one tool to manage their day-to-day administration tasks: Hyena. Start your trial today.

If you restore to a different server with the same hostname (on a different network), then I believe your restore should work.

You do need a DC with the same Active Directory on the separate network before installing Exchange 2007. Then you also should install Exchange 2007 with the RecoverServer option. See http://www.msexchange.org/tutorials/Recovering-Exchange-2007-Server-RecoverServer-switch.html

If you do all that, I believe this restore should work.
