No, in order to install non Apple signed applications you must jailbreak your iPhone. As a general rule of thumb I would be wary of paying for applications that are not sold through the App store either on the iPhone or through iTunes.

Im thinking about taking it off mine, there arent that as many apps as there used to be. I wouldnt recommend paying for one on someones website either. Then you have to get apps to transfer it to your phone probably. There are good free apps at the app store, id just use that. Or pay for labrynith or some game like that. (with hundreds of levels)

I also agree with Psufan, your better off sticking with the app store. There are some cool applications on the net not in the app store, but remember you expose your iPhone, Contacts, Calendar, and personal information to those apps you might accidentally install a malicious one I dont know of any current ones off hand, but its only a matter of time. Just food for thought.

You should get the newest iPhone version 2.1, this has some performance upgrades. But the iPhone is still very slow, and if you think its slow now, dont jailbreak because it only gets worse...

As of yet the only performance booster is the upgrade to v2.1, but its a big boost.

See here (description of changes):

Hope that helps!

You are required to have a credit card for the initial registration. But you can then go into your account and change the credit card to "none". I think it is just to verify you are a real person. You can use a debit card as well.
