Why css file referenced in xslt searched on client side?

Hi,
My problem is that I using a css file in my web application and its works fine.
I also generating an html file (that opened on client side as .xls and .doc) using xslt, the xslt file has a reference for the same .css file, located at: MyApp\styles\StyleSheets\my_styles.css

I make the reference for this file is the same way from the ascx files and from the xslt:
<link href="styles/StyleSheets/my_styles.css" rel="stylesheet" type="text/css" />

.. but, when I opening the file generated by xslt I get the attached error.

Thank you miraz, unfortunately I see that I have other problems because the transformation of the xslt is on the client side.
I understood that there is a way to transform the xslt to html n the server side,
I assume that using this will solve my problem.
Does anyone have code in c# for such transformation (on the server side)?
