FTP inbound access on ISA Server

I am trying to get FTP access through an ISA server using Filezilla. The connection outbound is fine but the inbound traffic is not coming back and FTP timesout - Failed to retreive directory listing.

Do I need a dedicated inbound FTP rule - what should it look like ?

Just to clear up a few things..

Are you conencting to an FTP server behind ISA? If so you should setup an FTP publishing rule. More information on how to do this can be found here;

Or are you connecting from a client behind ISA to an FTP outside?
If so you have read only enabled on your outbound access rule. To change this right click the rule then configure FTP and uncheck read only.
