Found the problem.  The ssscc.dll file was not registering on boot.  Changed the statement

{regsvr32 C:\Program Files\Microsoft SQL Server\Microsoft Visual Studio\Common\VSS\win32\ssscc.dll\1 }
to
{regsvr32 "C:\Program Files\Microsoft SQL Server\Microsoft Visual Studio\Common\VSS\win32\ssscc.dll"}

in the registry every time it showed up in a search.

Works fine now.
