What are all the ways to forward an email to an external address in Outlook/Exchange?

I have a user that is using OWA. I did just notice that OWA in any browser but IE apparently doesn't show the rules tab (how convenient), so that's probably where this user is hiding a rule.

But just for clarity sake, what are all the ways one could forward an email from an outlook 2003 / exchange 2003 environment?
