When Clustering in Exchange 2007 is it a one for one cluster model or other ?

When using the CCR in Exchange 2007 is it a one for one model i.e. if I have 3 Mail servers do I need 3 more to cluster or can i have say 5 or 6 servers and they all be clustered and point to the SAN for the Data and the CCR is across many Servers ?
