Activate and use SMTP on XAMPP for Windows

We have a XAMPP installation on our windows server that is serving html and php files and using MySQL no problem.

On the status page however, SMTP service is shown as deactivated.

How do we activate SMTP?  

Would this then mean we have the SMTP server running in house?  We actually have access to a SMTP server off site and that may be the best bet for scripts to access.  Is this possible?  Or do we need to have the SMTP running?

I had the same question and I think I just figured it out:  you need to go to the XAMPP control panel and start Mecury Mail.
I also went into the php.ini, found SMPT and changed "localhost" to the SMTP of my ISP.  To be honest, I'm not sure that I did this last part correctly but I do think it is necessary since your server will need someway to send out emails.
I would love to other responses to this question.   Let me know if this helped.

UPDATE: it seems I did do everything correctly and I was able to send myself email.
