No VPN connection from or to a remote client workstation since it move to shared T1 location

Does VPN connection require a dedicated line?  An employee pc that connected to our Win2003 server on a Comcast simple connection does not connect since we moved him to a new location where he has a shared internet connection on a T1 line.  When I try to ping his external address from the server it times out.  I can ping other addresses from our server.  The T1 people claim there is no firewall obstructing connection on the remote employee side.  Does this mean that if we get a Comcast cable connection for this employee as he had before, the problem will be solved?

No VPN doesn't need a dedicated line. what type of VPN your talking abt ipsec or PPtp ? I think new place have some sort router which doesn't allow pptp pass through.

What do I look at to know if it is ipsec or pptp?  Thanks so much for your speedy reply din101
is he connecting to windows 2003 then it's should be PPTP   but thats besides the point he should check with his apartment and ask them to allow  VPN pass through
it's an office building and they say all is open on the cisco router but I think it's blocking us.  So if we get a comcast cable line we shoild be good then?
