How to turn my Chinese version Vista into English version?

Experts,
  I have a Chinese version Vista Home Premium. Now I want to turn it into English version. That is, all of the texts and messages displayed should be in English. Is there any way to do that?
  It seems the MUI is only for Ultimate and Enterprise; while the LIP does not have English language pack to download.

Is this a PC that came with Vista preinstalled? If yes, and if there is a recovery partition on the HD, you can try to restore it from the recovery partition. Many of those preinstalled PC's allow you to select from a short list of languages when you restore it from the recovery partition. Perhaps English is amongst them.
