why does keyboard and mouse stay on after system shutdown?

My father got a new computer. Yesterday before the system was turned on, I noticed the red light on the optical mouse was shining. And a green light on the keyboard was lit. We went online and when thru we did a proper shutdown. The mouse light stayed on but we saw no green lights on the keyboard.
I have used his old computer many times, no keyboard or mouse lights on.

His new system has Vista if that is the issue. The only other change to his new system from his old was more HD space, more RAM and a faster processor.

Why is the mouse light staying on?
Why was the keyboard light on when the system was turned off?

so the light being on won't use alot of electricity or reduce the life of the mouse, as my 88 year old father is fearful of?

How to access bios?
no it will not :)
On start up press F2 or DEL
