How do I restore StarTeam 6 from a backup?

I have been using StarTeam for years now. I make nightly backups of the Vault files/folders and the database. My server machine has crashed. I have built another server and have restored the vault and database to the new server. I have installed StarTeam 6 on that server but I can't get something configured right. The ODBC is setup and connects to my database OK. It looks like I have the security set correctly on the database. I have created a ST configuration pointing to the vault folder and database, but when I try to start the ST server it usually just hangs with a status of "Starting". Sometimes it comes back telling me to check my configuration.

I am using SQL 2000 for the StarTeam database. also I have been doing more research and it seems I need the original starteam-server-configs.xml.  I was able to get a copy of the original config file.

I was able to find some white papers for StarTeam 2006 and loosely followed those instructions and that seemed to get it up and running.
