need to bring a div content to foreground

I have 9 <div>s in my page i also have an image uploader tool . i want to show the contents of the 3rd <div> on top of the other. I have set z-index value and am able to show its contents on top of other divs but the div having the image uploader script do not move to the background. how will i place  the contents of the 3rd div on top of the image uploader.
the image uploader is a javascript inside a div

Is your image uploader a flash control?

If it is, there is a special flash variable that you have to set to allow it to work with z-index.

wmode = 'opaque';   // Solid background to Flash control, but it does work with z-index.
wmode = 'transparent'; // Transparent background to contorl, and again works with z-index.

wmode = 'window';  // Flash control has its very own window, and thus does NOT work with z-index. (Default)

i searched and found that div content cannot be overlayed on java applets but with iframes it can be done
