Advice to get notification

I want to get notification by email whenever there is power outage - We have APC SmartUPS-SC Installed and connected in closet.

This is what I use in my server rooms.  It has a built in UPS and will notify you if power goes out.  Really it is an environmental monitor.  You can set thresholds for temperature, water, access to doors, and about a zillion other things.  I have been really happy with the two that I have.
