Well I have two ways to try removing it.

1. Open up your registry and navigate to HKLM\Software\Microsoft\Windows\CurrentVersion\Uninstall
This contains all of your installed programs by browsing you should be able to fins the one that corresponds to your visual web developer install. In there it should have an uninstall string. You can try running that from the command line and see if it will uninstall. If that fails on you you can try browsing to the folder listed in the uninstall string. If the MSI isnt there thats why you can uninstall. If you have a copy of the MSI copy it into that folder and you should be able to uninstall.  If that doesnt work you can try number 2.

2. Try using one of the many free software removal tools. I dont know the names of any off the top of my head but if you check download.com youll find a bunch. These perform a few extra steps that the windows uninstaller doesnt so it may help you remove the software.
