How di I forward all email messages coming into a users Exchange 2003 mailbox to an outside address?

I have a SBS2003R2 with Exchange 2003. Exchange uses the POP3 connector to retrieve a users email from an outside server and then post them to the user's mailbox. Currently, the outside server forwards all email sent to a particular user to their Yahoo account, as well. This works fine when the user receives outside emails, but for internal users sending email through the Exchange Server (on the same domain), the email appears to be delivered directly to the users mailbox, and not going through the outside server. Therefore, the forwarding to the Yahoo mail account does not work in this case. Can I create a rule or similar in Exchange attached to the user's mailbox that forwards all incoming messages to the Yahoo email address? Is this possible and if so, how do I configure it?
