LDAP Bind error(8026), that is shutting down Exchange at random times for about 20 min. a day.

I've inherited an Exchange server that is shutting down at random times during the day.  The event log shows a MSExchangeAL error, Event ID: 8026.  "LDAP Bind was unsuccessful on directory w2003srvr1.local.wavetec.net for distiguished name ". Directory returned error:[0x51] Server Down.  (This error toggles between both DCs w2003srvr1 and w2003srvr2)
This error happens about 10 times a SECOND, for between 10 to 30 minutes and then it spontaneously resolves itself.  While this is happening, I can still ping the mail server; I can still ping the DC's from the mail server.
I have checked the RUS and FSMO roles.  All looks correct, but I can elaborate if necessary.

Yes.  The RUS is pointing to w2003srvr2, which is the DC/GC.  That's not the issue.

After speaking with Microsoft, there were two errors found in the Server Setup.  Both the DC and the Mail server had external DNS servers hard coded into the TCP/IP settings.  They are also in the FORWARDERS of the DNS server.  The main issue was the MAIL server had 2 NICs and the second one that wasn't being used was ahead of the 1st NIC in the Binding order under Network Neighborhood/Advanced Settings.  I moved the 1st NIC up in the order and I haven't had an LDAP error in 2 days.
