If you are in Navisphere and you are attempting to add a Windows host machine to access a particular LUN if the IPs are segemnted out via VLANs would that limit the functions of adding this particular device and giving it SAN space?

No; I am not familiar to windows Navisphere; but on Unix you put the IP's in in the Navisphere config file on the host. We keep our environments separate (dev,qa,prod) but we have many vlans in each that use the same navisphere server.
