Intermittent Visual C++ Runtime Library error

I have several WinXP workstations running as clients to a QuickBooks Enterprise V8 Server also running WinXP. At random times and network loads, users attempting to log onto QuickBooks will receive a Microsoft Visual C++ Redistributable Runtime Library error citing the quickbooks client exe and the quickbooks client will abort. After several more login attempts, the user is finally able to get on. This has happened to all our users at one time or another on both Laptops and Towers. I have reinstalled the library several times from the Microsoft website but have not fixed the problem. Researching this on the QuickBooks User Community, I find that many users see this behavior --- BUT NOT RANDOMLY. The standard answer is that the database is corrupted and must be repaired. If this were the case at my location, why would users be allowed in after several login attempts? Switching Norton 360 on or off makes no difference.
