How to allow developer access to select services and logs?

I have several Windows 2003 IIS servers.
I want to give the developers access to start/stop select services, and view the event logs.
I was thinking via an MMC console, but can't figure out how to limit their access to only select services and not be able to do anything else on the server.

Any ideas? Thank you.
