Automate the enabling of Microsoft Terminal Services Client Control ActiveX control, mstscax.dll, for TS2008 remote app

I am employing a win 2k8 server with the TSWeb/TSApp role.
When a user running XP SP3 connects to the server using http://<servername>/ts
They are told that they do not have the activex control installed. They are not prompted to install or enable.
each user must manually go into thier IE Add-ons Manager and manually enable the activex control. It is there and installed, just disabled.
How can I enable this across the board?
