Give the user read access which will allow them to open the file then type what they want to type then they can print but you can't stop the user from copying the file. You must deny any read permissions to not allow them to copy but you need them to at least of read to allow them to enter the info in then print. Why deny them to copy the file if you are going to allow them to open the file they can just re-type the information into another document. So, the answer is no you can allow them to read the document to enter and then print the file without allowing them to copy.

Now you can stop them from saving to another location by just giving them read access but they will still be able to copy the file then re-edit with any information then want.
