There are times when i want to be warned when a machine comes live or is Timed out. Is there a way a script run's and mails me the data when there is a change?

if you only need to monitor a single host, a small shell script run as a cron job will work. If you're deciding to take system management seriously, there are several free system management packages available to do just this. Have a look at Nagios, OpenNMS to name a couple. They'll watch many sites, track history, etc..
