Offsetting path for text layer

I am trying to create an outline effect using two layers:

1. The top one with the text to display. Black text
2. The underlying layer that the offset will be applied to. White background

I have tried using the offset path to the bottom layer, but that didn't work and I rasterized it as well and that didn't do anything. i would rather not rasterize since it looses quality of the layer.

Any suggestions on what I can do? I want to get the curves of the letters as an outline almost.

Just add a thicker stroke to the text on the lower layer, and it will give you an outline effect.

Great! There's a lot you can do by duplicating the text and layering it up like that.
