Restore a deleted file

CAn I restore a folder that was deleted from an external harddrvie. I have checked the recycle bin on the machine that it was attached to but could not find the folder or any of the files?

I will download and see if it works. Thanks for the prompt response. Unfortunately I am actually driving home from Vegas so I won't be able to test for a few hours.
