What does error "wsagetlasterror 10060" refer to?

Does wsagetlasterror 10060 mean connection refused, timed out, closed(no response from other party)?
Cause when scanning my lan hosts i keep getting some open ports & some i keep getting the error 10060 ..... So i think 10060 doesn't strictly means TIMED OUT ONLY, the connection may has been refused, or no response were given back.

I need to hear from you! Just to be confident of what i know...

Am i right or Wrong?
