EnableHexNumpad Not Working

I'm trying to type unicode characters in Windows XP Pro.
I have a standard keyboar (not laptop)
Numlock is on.

I put the registry value for EnableHexNumpad in, and I rebooted.

1. Hold Alt
2. Press + on numpad
3. Enter Hex code for unicode char
4. Release Alt

Does not work.

If the number has just numbers, then it does the ASCII character for that number.
If it has letters in the hex code, windows just beeps at me.

It turns out the two applications I was testing this in are having problems with it.
When I tried in straight notepad, it ended up working.
