Error 53 File Not Found

I have the following code (partial) which is producing Error 53 File Not Found.  The file IS there and I've even created a Message Box to ensure that the entire path is correct.   I'm not sure where to go from here and any help in resolving this issue is appreciated.

Are you *sure* you have adequate permissions on the Folder containing the file?

Can you go directly to the file in Windows Explorer - and do whatever?

Yes, I am admin on this server with full rights.  I placed a timer event in the code and this seems to have resolved the issue.  Thanks for your response.
