Outlook global encryption?

Can I set force all intra-agency email transmissions  using Outlook 2003 and Exchange 2003 to be encrypted ? I don't want to allow users a choice. This is a single domain and Exchange server.

It seems pretty obvious that outgoing mail should not be encrypted, so I'm not looking for that, but any mail sent between users on the system should be.
