Outlook 2003 Hyperlink dialog box does notshow all options

We have a few users all running Office 2003 SP2
windows XP SP2
for half the users when the create an email and try to insert a hyper link the dialog box only shows like the pic below (click on the link)

for the other users it shows up as the following:

all the users would like to have the hyper link dialog box show all options link the second link.

where do i make the change or how do you configure outlook to show the hyper link dialog box like that.
or is something missing?

can Admin please delete this thread.
I found the problem,
in IE options the default editor was orginally set to word 2003 BUT for some reason was changed.
once switch the default editor back to Word 2003, this corrected the problem
