Does anyone have a nice IT/Technology budget for excel or know where I can download one?  I looked at Microsoft's online templates and none look like they would work well.

I would say its best to build your own - each company will be different
depends on what technogloy (real-time, database, Office, backup, software, hardware, upgrades, maintenance contracts, yearly upgrades)
is it just hardware or will it include software, labour,  training, deployment ,  leasing, upgrades , off site backup?
how long is this budget for ? ( - one year ?  or large investment over 3-5 years? )

the budget will evolve out of the planning meetings  and forcasting from the people you supply.

there are several useful site to help you:
