Vista > open control panel on Desktop > where is scanner files?

Vista.....

upon reboot the control panel opens up on the desktop. Where are settings to keep it closed?

Scanner driver was downloaded from the scanner maker's website.

In "printers" I see no scanner. Where can it be found?

Right click the desktop and select properties.  On the vista pane on the left you will see an option for "Desktop Icons"... click on that and see if that is giving you grief.

That was for the control panel.  For the Scanner hit the start button and in the search bar at the bottom type in scanner.  You will see an app come up instantly called scanners and cameras.  If you have a vista signed scanner driver installed and installed properly it will show up there.  

Let me know what you come up with.

Vista looked for the scanner driver and found none. It directed me to the Epson site.
I downloaded the driver and saved it to the desktop so I could find it. The icon is covered by the small MSFT security shield. When I right click on the Epson icon and click on OPEN, I get publisher could not be verified, I click RUN, then I get "allow" or deny. I click allow. It is a win-zip self extracted file. It says the file contains the Epson scan ICM updater V.1.20 for Windows. This supports Vista 32 and 64 bit.
I click ok and it extracts the file. Then I get "this program installed correctly". I click on that and get nothing, I'm back to the desktop and the only option there is, is to start over. I am getting a  message that
"this file does not have a valid digital signature. That box repeats that the publisher is not known. Only option is to click RUN again, and I'm back in the same loop. The scanner was turned on before installing the disc. It is the Epson Perfection 3170 photo.

searching scanner did not reveal an app called scanners and cameras.

The computer system quickly located the driver, etc. for the printer.

Scanner issue resolved....so comments or help is no longer needed.

sorry I didn't get back to you sooner

find the location of the extracted files from the epson download.  You can manually extract them with a program like 7-zip (freeware).  When you find those files get back to the scanner and camera wizard and there is a button there "Add Device"  click that.  That will open a window with a list of devices to choose.  Click on the button that says "Have Disk...".  Locate the extracted epson files and follow the prompts.  Check back in the Scanner and Cameras wizard to see if your scanner made it.  Let me know what you come up with.

I solved the scanner issue two days ago. First time, I had the scanner turned on. The next two tries the scanner was off as it should be, but Windows kept giving me an error that it had timed on trying to download the driver. When I finally got it downloaded using the disc like I had the other times, only part of the disc was downloadable. The driver itself was so old it was not supported by Vista. And Vista was failing to find the driver since it was so old. I got all I could off the disc and then went to the Epson site for the Twain driver and it downloaded fine with no timing out by Windows. So, all is working properly, scanner and desktop when booting up.
