Content group not applying

I am trying to block the content type Audio with my ISA 2000 server but it wont take affect. We are using it with a single network card and web proxy. I have created a rule blocking the content type audio for all request to the external network but i can still browse to radio sites that should be blocked. Is there something wrong with my settings?

Found solution. Was set to user group when anonymous logon was used
