Creating an mst file

I need to create an mst file, to allow for multiple installations of the same product.
I would like to know how to create an mst file.
I am not sure where to get the orca software.
I am also not sure if orca will work on Vista.
Could someone please help me out?

Where to get the orca tool - ensure you have installed Microsoft SDK and go to C:\Program Files\Microsoft SDKs\Windows\v6.0\Bin\orca.msi and run the msi.
