SMTP Smarthost

I am sending mail from my local W2k3 IIS box and works great most of the time- every once in a while mail sits in the queue and is unable to deliver - my guess is that the destination ISP is refusing it, etc. so wanted to set a smarthost - my question is...  What SMTP configuration do I need to setup to enable smarthost to allow for both external and internal mail.  I have an exchange box that I can use for the smarthost - but what do I need configure within the SMTP virtual server for this to work?

If the machine(or sending meta's) are outside the exchange organization you have to enable relaying.
