windows cannot connect to internet, although there is a valid ip address

I have a computer that will not connect to the internet. I think I might have tried almost everything possible. Here are the details.
When I click on IE or Firefox, I get no connection. In IE I run the diagnostic test, it comes back and says "Windows cannot connect to the internet using HTTP, etc." When I goto my network connections it shows I have a valid IP address.
So, I looked at the "LAN" Settings in IE and checked to make sure no proxies were set, and everything was fine. I check the properties of tcp/ip and the settings are set to obtain automatically.
I went to command prompt and entered: ipconfig /flushdns
netsh winsock reset
Everything went fine. Still no connection.
Makes no sense at all.
Anyone have any other ideas other than to do a repair installation which im not sure will work.
Any help is appreciated.
