Normal user unable to use ssh

HI,
I am trying to use ssh with no password form client to server
from this tutorial
http://www.linuxhorizon.ro/ssh-wo-passw.html

if i use root account it works

but if i use any normal account it does not work
it always ask for password.

I am guessing , its permission issue or selinux
but dont understand what it could be

can any one help me to troubleshoot please
