Office 2007 Language Pack Licensing

In my enviorment we have 7 Citrix server the users connect to with Thinclients and PCs. My location in Hong Kong requires a Language Pack for Office 2007. On MS site you can buy this for $25, which is no problem. The problem is i can not find any info on the licensing. It does say per PC but, is my situation different because of multiple users connecting to the "PC".

You will need to purchase the same number of licenses that you have available as concurrent users. If you only allow 7 users to be logged into the Citrix Servier using Word, then you need to purchase 7 licenses. In otherwords, you purchase the same number of Office Licenses.
