Authentication screen popup on all websites on a IIs 6 server 2003

programmers claim they did no changes at all on the dedicated server, however now no matter what website you go to on our server its asking for authentication.  if you type in the admin user and pass for the server it lets you in and you see the site, however you shouldnt have to do that.

All users should have access. i checked the premissions on the IIS properties and it all looks good.

(update)
i checked under directory security and seem to think the issue lies there:  it has allow anom access checked with a username IUSR_STD-B and a password. im not sure what the username is.  

below that is an authenticated access section with use integerated  windows authentication checked (if anom access is disabled (which it doesnt appear to be) or access is restricted using NTFS access controls list.

if i remove that check box the popup doesnt appear (still doesnt let me into the site though)

In the IIS manager, right click on each different web site and go to properties, under the directory security tab, edit the anonymous access and  authentication control, Check the box to allow Anonymous access, then you won't recieve the pop up box anymore.

that was already done, thats for the answer.. but here is how i got it working but still leaves a issue open:

in the area where teh IUSR_STD-B  was lisited for anom access, i replaced that with a system admin username and password and it allowed access to the site. however i need to know why the IUSR_STD-B  isnt working :(

Is it possible that the password for that acount was changed in AD or in IIS? or that account was disabled or deleted? (it's gets re-created on restart) That user is just the default user for IIS.

i reset the password in the manage user section. i rebooted IIS as well. and the server.. still wont work unless i put in the system admin password and uername
The password has to be changed in AD as well

i know this sounds stupid, but i cant see a AD control on this server under the normal spot of admin tools. so i used manage computers, and selected users that way.
you need to go on your PDC to AD to that. Not on the local machine. Or is this server the PDC?

the server is a virtual server at a colo and im rdp into it.
but is it your primary domain controller? Is active directory set up on that computer?

no i dont see it on that server.  
Do you have access to your primary domain controller that has active directory?
