Takes too long for Applying Computer Settings

I am having issues restarting my SBS server. It hangs on Applying Computer Settings. I have not let it go or finish the loading because after 20 min it is pointless. I have read other posts and found that if I restart in Safemode and disable all MS Exchange services I can get it to load normally. Then I start the services and everything works.
I have removed all updates from now to 2 months ago.
I do not have APC software installed.
I have checked the Manage auditing and security log in the policy setting and Exchange Enterprise Servers is listed.

What else could I do to troubleshoot?
