The SPSS Maps addon was discontinued as of SPSS 15.  SPSS 16 marked a change in the base code from platform-specific to Java-based, so everything had to be rewritten from the ground up.  I imagine they might recreate Maps for the new line at some point, but there isn't one at the moment, and I am not aware of any specific plans to re-implement it.  

They also might have discontinued it because of perceived lack of interest - I'd suggest e-mailing their customer service department (service@spss.com) and letting them know that you wish Maps was still available.  That might influence them to produce it in the future.
